Position Summary: The New York City school system is the largest in the country, composed of approximately 1.1 million students and 75,000+ teachers in over 1,800 schools. In February 2015, the Department of Education (DOE) created the Office of Community Schools (OCS) to develop and implement one of the pillars of the education agenda of Mayor de Blasio.. Now supporting 250 schools and over 120,000 students, OCS is building a system of Community Schools. This system supports schools to leverage resources and partnerships to increase opportunities for children and families. Community Schools are places where children have opportunities to learn, gain skills, create joy, and have the experiences that ignite curiosity and allow children to discover their passions and talents. Community Schools support the social, emotional, physical, and academic needs of students by offering a coordinated approach to increasing opportunities for young people, and improving the academic performance of students through partnerships among principals, parents, teachers, and community-based organizations (CBOs). In addition to the 227 Community Schools in the City's portfolio, OCS supports schools and districts with CBO partnerships, afterschool programs, and community engagement, and oversees enrichment opportunities for students K-12.. The Associate Director of Operations will provide expertise and manage operational elements of the Office of Community Schools, including revenue reporting and analysis, grant management, human resources, budget support and analysis, and other areas. The Associate Director of Operations will operate with considerable discretion and independent decision-making authority in assigned areas, serving as an advisor to the Director of Finance and Operations and the Special Assistant for Community Schools. The Associate Director of Operations will design and execute spending plans for the Office of Community Schools, schedule funds accordingly, and track expenditures. This position will also oversee all State and Federal grant operations, including budget submissions, claims, reporting, and compliance. The Associate Director of Operations will help community schools to achieve greater fidelity of implementation of the community school framework and support these schools in becoming centers of opportunity within their neighborhoods. Performs related work.. Reports to: Director for Finance and Operations. Direct Reports: Operations Manager. Key Relationships: Works closely with the Community School team, Division of Finance, Office of State/Federal Education Policy and School Improvement Programs (OSFEP), Division of Human Capital, Division of Contracts and Procurement, and DOE Borough Offices. Works with key external stakeholders, including nonprofit/community-based organizations, cultural institutions, universities, vendors, and various other NYCDOE offices to build bridges between schools and community partners.. Responsibilities. Revenue Management. Develops state and federal FS-10s for the following grants 21st Community, Extended School Day/School Violence Prevention, EMPIRE, School Initiative Grant, Community School Grant, Title IV, McKinny Vento and other revenue sources.. Conducts monitoring and tracking of grant expenditures; supports Program Managers in submittal of grant modifications.. Submits grant budgets in DOE the Grant Tracking System; collaborates with the DOE Grant Team.. Liaises with the New York State Education Department, Office of Children and Family Services, and other grantees to remain compliant on regulations.. Collaborates with Program Manager and Directors of School Support regarding allocations to schools.. Develops and monitors spending plans that meet all M/WBE requirements.. Acts as primary Liaison with New York State on all grant funding.. Advises the Senior Executive Director on revenue strategy including RFPs, blended funding proposals, and efficiency analysis.. Financial Activities. Establishes policies that govern the personnel and other than personal services expenditures related to Community Schools fiscal operations.. Analyzes the impact of fiscal policy decisions regarding school/CBO level resource allocation within the overall office budget.. Provides fiscal oversight to ensure high-quality service within the Office of Community Schools. Manages all office transactions in FAMIS, TRAC and Galaxy related to purchasing, reimbursements, and contracting.. Collaborates with central office for the allocation of funds necessary to pay contractual obligations.. Interfaces with vendors to ensure accurate invoicing of services and payment of obligations.. Manages vendors to ensure compliance with all DOE regulations, including Chancellor's Regulations and Standard Operating Procedures.. Identifies complex and systemic needs of Community Schools and arranges for the provision of services to meet those needs.. Develops policy for the maintenance of financial records and budget spreadsheets for each team leader to examine estimates for completeness, accuracy, and conformance with procedures and guidelines.. Advises the Director of Finance and Operations and Special Assistant on the analysis of spending plans for central expenses and CBO-level budgeting.. Works with the Community Schools team to prepare reports and presentations for internal and external stakeholders to present on programmatic and operational content at schools and for partner organizations.. Serves as an advisor to the other team members on business-related questions.. Human Resources and Personnel Activities. Enters transactions into Galaxy and NYCAPS to process new hires, transfers, promotions, resignations, terminations and retirements.. Acts as a liaison with the Division of Human Resources (DHR) and Office of Community Schools regarding applicant onboarding and staffing transactions, and follows up on outstanding personnel actions to ensure timely completion of on-boarding and off-boarding activities.. Develops policy for departmental support with onboarding of new team members in accordance with DOE and DHR guidelines.. Provides daily office management operational support to team leaders and team members.. Ensures that proper procedures and processing are followed for employee resignations, terminations, retirements, and leaves.. Acts as a liaison with temporary staffing agencies to bring on new temps and consultants as needed.. Qualification Requirements:. Minimum. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in \"1\" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in \"1\" above; or. Education and/or experience equivalent to \"1\", or \"2\" above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in \"1\" above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in \"1\" above.. Preferred. Experience with DOE and City financial systems, including NYCAPS, Galaxy, APRL, and FAMIS.. Experience managing state and federal grants.. Experience managing staff.. Knowledge of Microsoft Office applications, e.g., Word, Excel, Outlook, and PowerPoint..
